Punjab CM Bhagwant Mann locks RTO office, makes major announcement

October 30, 2025  : Punjab Chief Minister Bhagwant Mann has made a big announcement for the people of Punjab. CM Mann, along with Delhi Chief Minister and AAP National Convenor Arvind Kejriwal, launched the faceless RTO services in the state today. With this initiative, the problems faced by the public at RTO offices will now come to an end. Symbolically, CM Mann locked the RTO office to mark the beginning of this new digital system.

In his address, Bhagwant Mann said that people will no longer have to make repeated visits to RTO offices for work like getting a driving license or vehicle registration. He added that this system is a major step toward curbing corruption and providing transparent services to citizens right at their homes. CM Mann clarified that no RTO employee will lose their job — the government will utilize their experience in other departments. “Earlier, ribbons were cut to trouble people; now we are locking offices to make life easier for citizens,” he remarked.

During the event, CM Mann also mentioned that the state government has already shut down 19 toll plazas to provide relief from unnecessary exploitation. Punjab has now become the first state in the country to close physical RTO offices while offering online services to the public. He informed that in the financial year 2024–25, the Transport Department processed over 29 lakh applications — including 19.6 lakh vehicle registrations and 9.6 lakh driving licenses. Considering this large-scale workload, a citizen-friendly digital model was deemed necessary.

Under the new system, help desks will be set up at RTO offices for the first 15 days to assist citizens with documents and procedures. The Chief Minister said this move will allow the department to focus more effectively on its core responsibilities. The Punjab government, he added, is committed to transparent and efficient governance, and more digital reforms will be introduced in the near future.

On this occasion, Transport Minister Laljit Singh Bhullar, senior leader Manish Sisodia, and several other dignitaries were present.
