Punjab Government Issues New Order on Property Registration Procedures

Amritsar, April 7, 2025 : A few days ago, Chief Minister Bhagwant Singh Mann had withdrawn the powers of registration of property deeds (registries) from Tehsildars, Naib Tehsildars, and Sub-Registrars. In response, Deputy Commissioners had issued written orders in their respective districts based on verbal instructions. However, now the government has once again restored the powers to Tehsildars, Naib Tehsildars, and Sub-Registrars to carry out property registrations.

It is worth noting that for the past three weeks, the work of registration was being carried out by revenue officers (Kanungos), while Tehsildars were only assigned the task of approving property transfers (Intkals), which was granted just a week ago. When the Punjab Revenue Officers Association announced a strike to press for their demands, the Chief Minister suspended 15 Tehsildars and Naib Tehsildars.

Earlier, as per a letter issued by the government, Naib Tehsildars who had cleared Papers 1 to 4 under the Punjab Naib Tehsildar Departmental Examination Regulation 2020 were given the authority of Assistant Collector Grade II to handle pending property transfers.

In the case of Amritsar district, after the registry work was handed over to Kanungos, a massive backlog of registries began accumulating at Registry Office One, Registry Office Two, Registry Office Three, as well as in sub-tehsils and tehsils. As a result, thousands of property transfers (Intkals) were left pending.
