Moga,18 July 2025 : In line with the directions of the Election Commission of India, recognized political parties are allowed to appoint Booth Level Agents (BLAs) to ensure greater transparency in the preparation and revision of the voter list. BLAs are required to work with the Booth Level Officers (BLOs) at their respective polling stations and assist eligible citizens in submitting applications for inclusion, deletion, or correction in the voter list.
This information was shared by Additional District Election Officer and Additional Deputy Commissioner of Moga, Ms. Charumita, during a meeting with representatives of various political parties. She explained that all existing guidelines regarding the appointment of BLAs have now been consolidated and revised directions have been issued.
Key points highlighted in the meeting include:
- Each recognized political party must authorize a district representative (through their president, secretary, or another office bearer) to appoint BLAs using Form BLA-1, which must be handwritten in ink and submitted as a physical copy.
- Multiple representatives can be appointed in a district, especially for different constituencies. In special cases, separate representatives may be authorized for each assembly constituency to appoint BLAs using Form BLA-2.
- Each polling station can have one BLA-2, who must be a registered voter of the same polling area.
- BLAs must collect the printed copy of the relevant part of the draft voter list from the BLO and assist in identifying errors like names of deceased or shifted persons.
- Once appointed, a BLA will continue to work in that role even after revisions, unless the party officially withdraws the nomination.
- Government employees, PSU workers, or employees of local bodies cannot act as BLAs.
- A BLA can submit up to 10 applications per day and a maximum of 30 during the entire correction period.
- Along with the applications, the BLA must submit a declaration confirming they have personally verified the details.
- On special campaign dates (usually on holidays), the presence of BLAs is mandatory, and BLOs will work alongside them to review the draft list.
- During the revision period, a BLA’s appointment cannot be cancelled (except in case of death). If a new BLA is appointed, the old one must continue using the draft roll already provided.
- Political parties may also issue photo identity cards to their appointed BLAs, signed by the authorized representative.
This process ensures that the voter list remains accurate and inclusive, with the active involvement of all political parties.
