26 Aug 2026 (Navroze Bureau) : The BJP has finalised an extensive organisational blueprint to micromanage the 2027 Punjab Assembly elections, with the party planning to create a new three-tier structure below its existing booth network.
The move marks one of the party’s biggest attempts yet to build a detailed grassroots election-management system across all 117 Assembly constituencies in Punjab.
New Organisational Units Below Booth Level
The BJP currently has around 25,332 booths in Punjab. Under the new plan, the party will establish 6,425 sub-circles and 622 circles beneath the existing booth structure.
The strategy calls for five circles in each of the state’s 117 Assembly segments, creating a much more granular organisational network for election management.
BL Santosh Shares Election Blueprint
The blueprint was reportedly shared with Punjab BJP leaders by national general secretary (organisation) BL Santosh during his visit to the state.
Santosh has asked the state unit to establish the three-tier structure by September 30 and make it fully operational by October 31.
Each of the 622 circles is expected to cover around 40 booths, allowing the party to monitor political activity and mobilisation at a much more localised level.
Focus on Booth-Level Committees
The BJP has also set a deadline to make around 25,000 booth-level committees operational by October 31.
The committees have been asked to include representation from women, youth and marginalised communities, reflecting the party’s attempt to widen its grassroots network.
The party also plans to create WhatsApp groups of around 250 people at the booth level, providing another channel for communication and mobilisation.
Drug Menace to Be Major Election Issue
The drug problem in Punjab is expected to be one of the BJP’s central political issues during the campaign.
Santosh reportedly spoke about the “easy availability” of narcotic substances during closed-door meetings with party leaders. The BJP plans to use the issue to attack the ruling Aam Aadmi Party over alleged governance failures.
Economic Issues Also on BJP’s Agenda
The party is also expected to highlight Punjab’s high financial debt, the movement of local industries to neighbouring states such as Uttar Pradesh and Haryana, and issues related to non-payment of dearness allowance (DA).
These issues are likely to form part of the BJP’s broader narrative ahead of the Assembly election.
Ravidassia Outreach Continues
The BJP’s organisational campaign is being accompanied by outreach to different social and religious communities.
The party has been placing particular emphasis on the Ravidassia community and its Samrasta Sankalp Abhiyan, linked to the upcoming 650th birth anniversary of Sant Ravidas.
BJP Preparing for a Solo Contest
The organisational expansion comes as the BJP publicly maintains that it is prepared to contest all 117 Assembly seats on its own.
During his Punjab visit, Santosh reiterated that the party would fight the election without an alliance. Punjab BJP chief Kewal Singh Dhillon also said the party was capable of fighting a solo battle and had expanded its presence into rural areas.
At the same time, speculation about a possible BJP-SAD rapprochement continues in political circles, creating uncertainty over the eventual electoral arrangement.
Party Also Wants Internal Unity
Santosh’s message to Punjab BJP leaders has not been limited to election machinery.
He has also stressed internal discipline and unity, amid reported tensions following recent organisational appointments. He urged senior leaders and newer entrants to work together and resolve disagreements within party forums.
A Major Grassroots Expansion
The BJP’s new structure indicates that the party is looking beyond traditional campaign methods and wants to maintain a permanent organisational presence at the most local level.
With five circles planned for every Assembly constituency, the party will have a detailed mechanism for monitoring booth activity, communicating with voters and coordinating election workers.
2027 Punjab Battle Takes Shape
The BJP’s strategy suggests that the party is preparing for the 2027 election well in advance rather than waiting for the formal campaign period.
Whether the detailed organisational expansion translates into Assembly seats will ultimately depend on voter sentiment, alliances, candidates and the performance of rival parties. But the scale of the planned structure signals that the BJP intends to make a serious statewide push.
