CM Flying Squad Acts: JE Fired, SDO Served Notice

Chandigarh, November 21, 2025  : The strict monitoring system of Punjab Chief Minister Bhagwant Mann has once again proved that there is no place for negligence or corruption in his government. On Monday, the CM Flying Squad conducted a surprise inspection of the construction work being carried out by the Market Committee on the Makha Chahal Special Connection Road in Bhikhi and found serious flaws in the road construction. Taking major action on the spot, Punjab Mandi Board’s Junior Engineer Gurpreet Singh was immediately suspended from service. Sub-Divisional Officer Chamkaur Singh has also been issued a notice, and all works under his supervision have been withdrawn.

The CM Flying Squad team conducted a surprise inspection in Bhikhi without prior notice. During the inspection, it was found that the prescribed standards for road construction were not followed. Cracks in the road surface, use of poor-quality materials, and clear evidence of negligence in the construction process were discovered. These faults were attributed to local Junior Engineer Gurpreet Singh, who was responsible for supervision and quality control of the project. This action shows that the Mann government not only makes announcements but also strictly implements its policies on the ground.

The formation of the CM Flying Squad in Punjab is a result of Chief Minister Bhagwant Mann’s vision. This special team conducts surprise inspections across the state on rural road construction and repair works. The squad includes Superintending Engineers and senior officials from the Punjab Mandi Board and Public Works Department. The main objective of this squad is to ensure complete adherence to construction standards, honest performance of duties by contractors and engineers, and prevention of any misuse of public funds.

This action is part of the massive project under which the Punjab government has launched historic work to repair and upgrade 19,491 kilometers of rural link roads across the state. The total cost of this project is ₹4,150.42 crore, covering approximately 7,373 roads. The most significant aspect of this project is that contractors will be required to maintain these roads for the next five years, a first in Punjab’s history. This arrangement is a strong step toward ensuring the long-term quality of roads.

After the Bhikhi action, Chief Minister Bhagwant Mann has once again given a clear message that his government follows a zero-tolerance policy against corruption and negligence. He said that the roads in Punjab’s villages are the lifeline of farmers and rural residents, and any carelessness regarding these roads will not be tolerated. This decision by the Mann government shows that they understand the value of every rupee belonging to the public and are committed to using it properly.

The strict monitoring by the CM Flying Squad has sent a strong message to contractors and officials that wrongdoing will no longer be ignored. The government has also clarified that if any deficiency in road quality is found, recovery of funds will be done and guilty contractors will be blacklisted. In addition, a third-party audit system has been implemented to ensure complete transparency. This strictness will not only ensure better quality but also strengthen public trust.

This major improvement in rural roads is set to make rural transportation easier, facilitate faster movement of agricultural produce, and boost the rural economy. With better roads, farmers will find it easier to transport their crops to markets, saving both time and money. This initiative supports the broader vision of “Nava Punjab”—a new, progressive Punjab that prioritizes rural infrastructure and ensures every rupee spent brings concrete results for citizens.

The action taken by the CM Flying Squad in Bhikhi sends a strong message to every district and every village in Punjab that the Mann government takes accountability just as seriously as development. This incident proves that when intentions are honest and work is done with integrity, change is truly possible. Punjab is moving rapidly toward becoming a corruption-free and development-focused state, and the credit goes to the Mann government’s strong willpower and dedication to the people.

Summary:
CM Flying Squad took major action in Bhikhi, dismissing a JE and issuing notice to the SDO, reinforcing the Mann government’s zero-tolerance stance on corruption and negligence.
