New rules from September 1: Credit cards, hallmarking, finance impact consumers

29 Aug 2025 : The first day of every month brings some new beginnings and changes. This time too, starting September 1, 2025, several major changes will come into effect, which will directly impact the common people. These include mandatory hallmarking of silver, new charges on SBI credit cards, and the merger of the postal department’s registry service with Speed Post.

New Charges on SBI Credit Cards
India’s largest bank, SBI, has introduced new rules for its credit card holders. Now, if your card’s auto-debit fails, you will have to pay a 2% penalty. Additional charges may also apply on international transactions, fuel purchases, and online shopping. Along with this, the value of reward points may decrease, and changes will be made to the card protection plan. From September 16, 2025, all customers will be shifted to the new variant.

Mandatory Hallmarking on Silver
From September 1, hallmarking will also be mandatory on silver jewelry and coins. Until now, this rule applied only to gold. This will ensure guaranteed purity for customers, though jewelers believe it could lead to an increase in silver prices.

Registry Merged with Speed Post
The postal department has made a big change by merging the registered post service with Speed Post. From September 1, any registry will now be sent directly through Speed Post. This will make the process faster and simpler.

Possible Cut in FD Interest Rates
In September, many banks will review their Fixed Deposit (FD) rates. Currently, these rates are between 6.5% and 7.5%. There are concerns that a reduction may happen soon. Hence, investors are being advised to book FDs early to benefit from the higher interest rates.

GST Council Meeting
The 56th meeting of the GST Council will be held on September 3–4, 2025. A proposal to reduce the existing four tax slabs to just two slabs (5% and 12%) may be discussed. This could have a direct impact on both consumers and businesses.

Summary : From September 1, key changes in credit cards, silver hallmarking, and financial rules will directly influence consumers’ spending and savings.
