Hookah Bars Banned in Moga Under Civil Protection Code Order

Moga  9 July 2025  : District Magistrate-cum-Deputy Commissioner of Moga, Sagar Setia, has issued an order under Section 163 of the Indian Civil Protection Code, 2023 (equivalent to Section 144 of the Code of Criminal Procedure, 1973), banning hookah bars in Moga district.

These orders will remain in force until August 31, 2025.

The District Magistrate stated that a large number of hookah bars are operating in the district, where tobacco and other substances are being consumed, which are harmful to health.

He further emphasized that such activities are a violation of COTPA (Cigarettes and Other Tobacco Products Act) rules. Hookah bars cannot be operated in any hotel, restaurant, or any other location in the district.

Purpose of the ban:

  • To safeguard public health
  • To protect youth and students in schools and colleges from getting involved in this harmful trend

Appeal to youth:
The administration has urged school and college students, especially minors, to stay away from such substances, which are extremely injurious to health.

Violators will face strict legal action under:

  • Section 188 of the Indian Penal Code (IPC)
  • COTPA
  • FSSAI (Food Safety and Standards Act)
  • Drugs and Cosmetics Act
